Can anyone verify whether or not the solder pads between the 33K resistor and jumper (upper left of PCB) are supposed to be connected?

I desoldered components here and this is what mine looks like, but I don't remember what it looked like before. I've been using a wick on it over and over and the connection between the two won't go away, so I'm curious if that's how it's supposed to be.
