Signal into 4558 is good and output at pin 1 is as well. I continued testing at 4558 there is no output at pin 7 on or off.

How about at the wiper (middle lug) of the Level pot?

Wiper has a very slight signal at fully clockwise.

I also checked 570:
Pin 2 and 3 good
Pin 5 no signal
Pin 6 and 7 good
Pin 10 and 11 good
Pin 14 and 15 Very weak sound barely audible

Thank you for the help. I have cleaned the pcb and started a signal trace. Signal into 4558 is good and output at pin 1 is as well. I continued testing at 4558 there is no output at pin 7 on or off.

Your case is difficult because we're getting a lot of conflicting symptoms and test results. Am I correct in understanding you that when you plug the a guitar into the input, and amp into the output, and have the pedal power, the LED comes on and the pedal passes dry, normal, uneffected signal in both the "on" state and bypass?

Yes that is correct.

This is an example of conflicting test results/symptoms. There must be output at pin 7 of the 4558 for you to hear anything at all when connecting the pedal normally to an amp. Do you have anything at R34/470ohm resistor?

Do you get a strong delay signal at pin 10/11 of the 571? Are there any repeats and can you control the repeats with the repeats knob?

R34 has a signal.
Pin 7 on 4558 has no signal
Pin 10 and 11 on 571 can reproduce repeats faintly if vr6 is fully clockwise as well as vr5. Signal overall at 10-11 is weak

In a previous post, you said that signal at 10/11 of the 571 was strong.

1. what is the signal like at pin 7 of the 3205?
2. at pin3 of the 3205 and is there a delay that you can control with the delay time knob?
3. at pin 4 of the 3205 and is there a delay that you can control with the delay time knob?
4. at the center leg of Q3?
5. at the center leg of Q4?
6. at pins 14/15 of the 571?

I removed the 4558 socket and found a small piece of a component lead underneath it. I replaced the socket and the delay works perfectly. Lesson learned, maintain a spotless work bench. Thank you everyone for your help and apologize for my mistake

I've had this happen before. Just a tiny little strand from clipping some hook-up wire. It's probably the worst thing that can happen when it comes to trouble shooting because you can't see it, and none of the diagnostic tests make any sense. Well done on being patient and sticking with it.
