I just finished the Analog Vibrato and love the effect when using it as always on. My plan was to use the ramp feature for some extra color during riffs but the tone dropoff is horrid. I clicked around and I understand that the BBD and required low pass filter are the culprits but I don't want to just accept that.

Is it possible to switch some components out with that section of the circuit? Is it possible that I have a bad transistor?

You can make C6, 9, and/or 11 smaller. This will reduce the amount of high frequencies that are cut off, but will also increase high frequency noise.

Any recommendations on where to start? I don't know the first thing about stepping down the values on caps.

Trying a value about half of the original is a good place to start.
