What do I do? I checked to make sure the 9v was providing voltage and it is. It also works in my other pedals. I am getting no reading inside the case when I probe it. The foot switches both don't click when I press them. One makes sense but the other doesn't.

One of your photos needs to clearly show the wire connections to the DC jack, both at the jack and at the PCB connections.

Both of the Echo Royal footswitches are of the "momentary" type and don't latch/click.
