Thanks for your patience and help with this.

Left “end” and Center “wiper”
7 o’clock = 0
Noon = 70k
5 o’clock = 471k

Right “end” and Center “wiper”
7 o’clock = 471k
Noon = 400k
5 o’clock = 0

That seems right. It's an audio taper, so you wouldn't expect noon to be half. I was thinking of a linear taper when I gave the example of 250k at noon.

Test for continuity between the center pin of the soft clipping toggle and pin 7 of the 4558. Then test to see if you get continuity between the center pin of the soft clipping toggle and its throws respective to the position of the switch, e.g., you should get continuity between the center and the left most pin in the "LED" position.

Do the same for the hard clipping toggle. Test between the center and any ground connection. Then test the positions of the switch. Center and leftmost pin should be "Si" position.

The drive pot is still out and not installed yet. (I’m glad it’s OK)

Soft Toggle:
Center pin has continuity to #7 of the 4558
Switch in LED position has continuity between center and left pin (opposite from the toggle position) Other side checks out too.

Hard Toggle:
Center to ground has continuity
Center to left and center to right, has continuity with the toggle in the opposite positions.

I'm ready for the next step.
Should I reinstall the drive pot and try it again, or is there more testing to isolate the issue?

The problem ended up being a wrong resistor value. You had a 3k3 in R9 when it should have been a 33k. It was overlooked because R9 is in the voltage divide for the boost section of the circuit, and we weren't looking at that section. For some reason this ended up have and adverse effect on the charge pump and the global power supply.

Thanks so much for the help with this pedal Keith. I think I was a little over confident with the build and made a few placement errors. What a great company you have created and an awesome design on this pedal. The presets are a great way to get started tone shifting. Thanks again…….Joe
