That's actually very good news, because it eliminates pretty much every possible defect except for two. So check these two things:
- Check the solder joints at either end of the jumper between lugs 4 & 9 of the footswitch. If either end has a bad solder joint that not making contact, signal won't pass through the jumper as it needs to in bypassed mode.
- The footswitch itself could be bad, specifically not making the required internal contact between lugs 8 and 9 in bypassed mode. This is easily checked using the continuity test mode of a multimeter and testing between those two lugs with the switch in bypassed mode.
Try checking these two things and report back here with your findings.
