Signal passes through in bypass but no led or power with either the 9V or power jack. The Dude needs help.

The Dude should post well lit large pictures of both sides of the PCB and off-board wiring. Does The Dude have a multimeter and know how to take voltage measurements?

The Dude has a pic and The Dude does know how to use a multimeter. I did put the wrong resistor in the 4k7 spot near the dc jack and I didn’t have a desoldering tool so I may have burned the eyelet replacing it with the right one. Everything else should be correct.

From what I can see the Dude has a problem with cold solder joints.

Any other suggestions ie where the problem might be? I know I have a connection issue regarding the power. Could it be the 4k7 resistor? Should I jump it with a wire? Is my PCB ruined?

If it was me, I would redo pretty much all of the wire connections. In addition to the blobby-looking solder joints, you have way too much exposed wire showing, which can lead to power or signal shorts. The correct way to prep & solder the wire is to strip off 1/8 to 1/4 inch of insulation, twist the wire strands together between thumb & forefinger as tightly as you can, and then apply a small amount of solder to the exposed wire end to secure the strands together. Then insert the wire through the eyelet or solder lug right up to where the insulation starts, solder it in place, and clip off any protruding wire end down to the solder joint.

Very doubtful, but feel free to re-flow the solder joints at either end.

Not if you want your LED to work. That's the current-limiting resistor (CLR) without which the LED will burn out in about the time it takes to blink.

Also very doubtful. Even if you lift a solder pad or break a trace, such problems can almost always be repaired.
